COUNCIL MEETING

March 6, 2018 @ 6:00 pm

Mayor Lyman Amsden; Councilperson Pete Wenzel; Councilperson Wanda Smith; Councilperson Lori Turnbough; Councilperson Cody Morris; Public Works Raymond Ragsdale; Public Works Cassidy Zimmer; Clerk Peggy Fruit.

Mayor Amsden called the meeting to order at 6:00 pm following with the Pledge of Allegiance. Councilperson Turnbough moved to approve minutes of previous meeting as submitted by Clerk Fruit. Councilperson Smith seconded the motion. Motion carried.

Public Works Zimmer reported that there has been lots of snow removal and ice treatment. With all the snow removal has come break downs and repairs. The skid steer was traded for a new one. The community, contractors, Public Works Ragsdale and Public Works Wilson have been outstanding about the heavy snow and the removal. Sand bags will be ordered in case they are needed during the upcoming thaw.


Public Works Ragsdale reported meeting with the engineers to make sure the project is on track; they have been working on general water maintenance and flushed the main line to the lagoon. The walking path committee would like Raymond Ragsdale to attend a workshop in Bozeman.

Liz Riter contacted the Town regarding the appointment of Floyd Huckins as Urban Representative for the USDA. Mayor and Council agreed on the appointment, Clerk Fruit will notify Liz Riter.

With no further business before this Council; Councilperson Turnbough moved to adjourn. Councilperson Smith seconded the motion. Mayor Amsden adjourned this meeting of the Broadus Town Council at 6:00 pm.

COUNCIL MEETING

April 3, 2018 @ 6:00 pm

Mayor Lyman Amsden; Councilperson Pete Wenzel; Councilperson Wanda Smith; Councilperson Lori Turnbough; Public Works Raymond Ragsdale; Public Works Cassidy Zimmer; Clerk Peggy Fruit.

Mayor Amsden called the meeting to order which was followed by the Pledge of Allegiance.

Public Works Zimmer reported on the recent walk thru by the Department of Labor and has just received their report. The report is very good, with a few things to change including education items for the employees concerning a safe work environment.

Public Works Ragsdale went to the Hike and Bike Conference in Bozeman last week expecting it to be not very interesting or informative, but it was actually both. The speakers talked about walking and biking trails in the big city where they are trying to promote both opportunity for healthier life style and try to make it safer and easier for people to commute a lessen the number of cars on the streets. In small towns they talked about the importance on giving a place to get out and walk or bike on sidewalks or trails that are accessible and safe for all ages and abilities. PW Ragsdale reported on the fire hydrant that was ran over near the Powder River Stockman Club. There have been issues that preventing us from putting it back together until parts arrive and weather cooperates. The lagoon has started to thaw and is stinking. All the snow and ice has prevented an oxygen movement so it is pretty septic. The DEQ inspection came back and the results are that town has been negligent on getting reports done in a timely manner and the formulas have been corrected.


With no further business before the Council, Councilperson Turnbough moved to adjourn. Councilperson Smith seconded the motion. Mayor Amsden adjourned this meeting at 6:30 pm.

May 1, 2018 @ 6:00 pm

Mayor Lyman Amsden; Councilperson Pete Wenzel; Councilperson Wanda Smith; Councilperson Lori Turnbough; Councilperson Cody Morris Public Works; Cassidy Zimmer; Clerk Peggy Fruit.

The meeting was called to order by Mayor Amsden, following the Pledge of Allegiance. Councilperson Turnbough moved to approve minutes as submitted by Clerk Fruit. Councilperson Smith seconded the motion, motion carried.

Health insurance for the employee’s quote has come in 9% higher than last year. Several plan options were mentioned in the quote. Clerk Fruit had contacted MMIA concerning employee insurance and got estimated insurance cost. The saving could be great but paper work will have to be filled out to get the exact amount based on employee medical history.

Clerk Fruit reported for Public Works Ragsdale; he has contacted the engineers and they will be coming out in two weeks to survey the lagoon. Public Works dug up the valve by the library and fixed it; the hole had to be left open for a while due to mud. The fire hydrant by the Stockman Club was finished, and he visited with TRECO about moving the power pole over next to the hydrant.

Public Works Zimmer has ordered more stop and yield signs to bring current ones up to code. The park fence is here and will begin painting. Cass reported on equipment and various repairs. Street repair season has started as well as filling pot holes. There was discussion with the Council about removing the North and East side of the tennis court fence, keeping the other two sides by the streets. If this is done, the fence will be kept to reuse on another project. No decision was made at this time.

Clerk Fruit will be gone May 6 – 11, attending Institute in Billings. This will be the last year it will be held in Billings, it will be moved to Bozeman.

TOWN OF BROADUS

COUNCIL MEETING

June 5, 2018 @ 6:00 pm

Mayor Lyman Amsden; Councilperson Pete Wenzel; Councilperson Wanda Smith; Councilperson Lori Turnbough; Councilperson Cody Morris Public; Works Cassidy Zimmer; Public Works Raymond Ragsdale and Lowell Cutshaw, Interstate Engineering.

The meeting was called to order by Mayor Amsden, following the Pledge of Allegiance.

Lowell Cutshaw of Interstate Engineering reported to Council that the surveying has been completed on the lagoon. Various types of funding are available to complete the project and a rate analysis must be done to be sure the rates will cover loan reimbursement and general operation and maintenance of the sewer system.

Councilperson Wenzel brought forward the concern of mosquitos and possibility of spraying. The Town hasn’t sprayed due to the possibility of people being allergic to the chemicals, and the fact that standing water in people’s yards can’t be controlled and there is no certified applicator working for the town.

Public Works Zimmer reported that Donna is mowing a lot. The patching machine has to be repaired, sprinkler heads changed out in the park and there are some repairs to do on the park mower.

Public Works Ragsdale has turned on the main well and is working on regulating the chlorinator. Discharging the lagoon for the year has been completed. Someone has to be hired to keep the weeds down in the third cell. Raymond is going to Lewistown and Butte next week.

Councilperson Morris reported on the trail convention: the trail promotes healthy lifestyles. He got ideas for getting grants, and counties/cities work together to complete the trails in Livingston/Park County.

With no further business, Councilperson Turnbough moved to adjourn. Councilperson Morris seconded the motion. Mayor Amsden adjourned this meeting of the Broadus Town Council at 7:00 pm.
