July 1, 2019

Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall, and Rod Schaffer present.

Meeting was called to order.

No public comment was received at this time.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.

Molly stopped by to set another Transportation meeting for July 29, 2019 at 9 am.

Road Supervisor, Teel Mullanix met with board. He reported some flooding in the county this morning. Wilbur Creek has some flooding and trees down. Cache Creek is running over the road at Wilson’s. Some of the road crew is out checking on road conditions. They are currently trying to finish up blading all roads and crushing. Gravel pits were discussed and approval for the Kolka pit should be coming through any day now. Teel is going to call DEQ to see if an archeologist can come look at Clarys pit so it can be SHPPO approved. The loader is to be done today. The Dinstel contract was discussed. A local resident said they need to cap a well close to the top of Duncan Hill. He asked Teel for permission to make a temporary approach to get their rig in (would remove the approach when done). Teel told him that would be fine. FEMA will be back the 15th to finish up the disaster work. The Ranch Creek Road was discussed and Teel gave a couple culverts for the road at Biddle. He reported gravel will start being hauled about July 10th. The Screen plant will be put up for bids in a silent auction. Discussion was held regarding Bid Request for Cemetery Road. Teel will need to discuss with Marty about possibility of combining projects. Brief discussion was held on spraying weeds in the right-of-way.

The BARSSA Resolution was read and discussed. The resolution was not signed due to changes needing to be done.

Local resident Jerry Coulter was in to request financial assistance for tilling the Sagebrush field. The estimated cost is $30/hr and it will take 2-3 hours.

Clerk & Recorder, Cynde Gatlin met with board to discuss 2019-20 prelim. budget.

Interim Nursing Home Administrator, Nadine Elmore, met with board. Various issues were discussed.

Extension Office - Mary and Julie were in and discussed Prelim budget for 2019-20. The fair budget was also discussed. Mary and Julie reported the fair board has requested a new line item- Entertainment Fund.

Justice of the Peace, Cathy Landa was in to discuss the 2019-20 prelim. budget.

Attorney, Jeff Noble was in to discuss the 2019-20 prelim. budget.

Trish & Ty Robinson stopped in to discuss the transportation meeting that was held the previous week and to discuss the reasoning of another meeting.

July 8, 2019

Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall, and Rod Schaffer present.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.

Maint. Supervisor, Marty Drane met with board. He informed the board there is a sump pump in the courthouse yard, he just needs to find it. He has found a keyless entry for the airport gate, the Mighty Mule Automatic gate opener. It is estimated at $526.96. Collins Communications was here to check on fire alarms; they are only doing quotes at this time. Drane reported BLM stopped in at the airport and they will be back to clean up some of the area they worked in. Drane and staff continue to work on the mowing. The repairs at the fair barn, security cameras at county buildings and the pool were also discussed. A local resident stopped in to report the refrigerator at the community center does not work. The board will add this item to the budget requests.

Road Supervisor, Teel Mullanix met with board. Gravel crushing was discussed. Mullanix reported more flood damage in the Powderville area and gravel is being hauled to patch up the bad spots. The loader repairs were discussed. Gravel pits, cattle guards, and getting sawdust for the fair were also discussed.

Tim Fortner, Weed Board member, stopped in to visit with the board about the weed department.

Arnie Mader, Predator Control board member stopped in to visit about predator control.

Ross Stalcup, Auditor, met with board to do the exit audit interview for 2018. Stalcup presented a letter with his findings.

Powder River Clinic, Vikki Klemm, Kerry Gardner, and Jaci Phillips met with board to review the 2019-20 preliminary budget.

Nursing Home Administrator Interim, Nadine Elmore met with board for her weekly report. The 2019-20 preliminary budgets were reviewed. Elmore informed the board of the research she has done in regards the pricing for preliminary architects for CAH renovations. $55,000.00 is the estimated cost.

Kristy Elgin, Physical Therapist met with board to review the 2019-20 preliminary budget.

Wendy Twedt, 911 Rural Addressing, met with board to review the 2019-20 preliminary budget.

Marty Drane stopped in to present individual electric room heater quotes for the nursing home rooms.

July 15, 2019

Commissioners met for their weekly meeting with Donna Giacometto, Lee Randall, and Rod Schaffer present.

Meeting was called to order.

No public comment was received at this time.

Consent agenda – Rod moved, Donna seconded this motion, all in favor, motion carried. Consent agenda approved.

Maint. Supervisor, Marty Drane stopped in to drop off the boiler quote for the Manor.

8:30 a.m. – Resolution 2019-38, Resolution to Authorize Submittal Application for Treasure State Endowment Program Planning Grant (TSEP), no public comment, board reviewed resolution, Rod motioned to accept Resolution 2019-38, Donna seconded motion, all in favor, motion carried.

The board then signed the Family Planning Agreement, and the Tobacco Subcontract with BigHorn Health Center dba: OneHealth.

Road Supervisor, Teel Mullanix, met with board for weekly meeting. The road crew is working on various roads. FEMA will be back this week to finish up with disaster paperwork. Mullanix reported Casey Trent will be in charge while he is on FMLA. Dave Gardner joined meeting to visit about the road department possibly mowing at the Willow Creek Cemetery. Gardner will visit with the State Department in Ashland and if they are unable to do this Teel will work on getting his crew scheduled to mow.

Pat Ridenour, Senior Citizen Director, met for her 2019-20 Preliminary Budget meeting.

Don Birkholtz, cemetery groundskeeper, met with board to discuss various concerns at the cemetery.

Pat Phillippi, Treasurer, stopped in to report the interest of county bank accounts, and discuss the request from a taxpayer for a refund of $5.00 for a reporting error on personal property taxes. Phillippi will bring in proper paperwork and the board will approve the refund.

The Broadus Volunteer Fire Department - Carey Trumps, Lester Aye and Raymond Ragsdale met with board to review the preliminary budget for 2019-20.

Sheriff Allen Drane Jr met with board to review the preliminary budget for 2019-20.

Nursing Home Interim Administrator, Nadime Elmore met with board. Elmore is working on IT quotes. The CEO/Admin. job was discussed and Elmore will be working on job interview questions and score sheets. Training for the social service and activities director in Helena was discussed. A few more 2019-20 budgets sheets were reviewed again.
