Thursday, September 8, 2022

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

Christy Olson, Transportation Director, met with the board. The A/C unit was replaced and metal has been ordered for roof repairs. Vehicles will be inspected on the 20th, and the building was inspected on August 15. She will be attending drug and alcohol training September 26th & 27th and MTA conference October 4-7. Olson is revising policy and procedures. Olson suggested the county could use two county vehicles and could possibly move forward to eliminating the 2010 ADA van as it is not used often. Olson stated the department needs more parking space.

Resolution 2022-23, Final Budgets and Levies 2022-23, Billy Stuver and Cynde Jo Gatlin were present. John Olson motioned to approve the resolution, Donna Giacometto seconded the motion, motion carried.


The board adjourned at noon and will reconvene Monday, September 12, 2022.

Monday, September 12, 2022

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

Resolution 2022-22, Election Official Salary Compensation, Donna Giacometto motioned to approve, John Olson seconded, motion carried.

Teel Mullanix, Road Supervisor, met with the board. The Landfill Road was discussed and Mullanix will reach out to Bill Gay. A meeting will be set with Great West Engineering for the bridge project. Bird Divide Road will be finished up this week. Great West Engineering will assist in the bid process for the gravel crushing project. BLM will be here to assist in closing gravel pits.


Adam Johnson, EMS Director, met with the board and conducted a general update.

Mary Rumph and Julie Riley, Extension Agents, met with board and conducted a general update.

Sean Hill, Medical Administrator, met with the board for his bi-weekly update. 21 residents were reported. Resident doors are enroute. Hill updated on medical billing. The TV bill was being sent to an employee that no longer works at the Manor and TV was shut off; TV is now back on. Clinic update - the nursing home will be applying for a DEA number to allow the clinic to have its own pharmacy. Hill will be out of the office to attend two conferences in the next few weeks for Long Term Health and Health Care Association. The board informed Hill the HR position has been removed from the budget and the county will pursue training of supervisors to do more HR in their own departments. The county will assist with additional training through Associated Employers.


Commissioners conducted administrative duties.

Marty Drane, Maintenance Supervisor, met with the board and conducted a general update.

The board will reconvene Thursday, September 15, 2022.

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioner John Olson was present.


The board received and accepted resignation from Sheriff Allen E. Drane, with an effective date of September 30, 2022.

The board met with Greg Benjamin, Great West Engineering, via phone and Teel Mullanix, Road Supervisor, to discuss the upcoming bridge reporting project.

Nursing home billing meeting began with Missy Billing, Sean Hill, Julie Terrill and Cynde Jo Gatlin present. Mrs. Billing presented a letter stating the issues and resolutions to the medical billing missed by the Manor billing department in the fall of 2021.

Teel Mullanix and Brandon Duffy, Great West Engineering, met with board to discuss and EDA Bridge Project.

After hearing no further public comment, the board adjourned at noon and will reconvene Monday, September 19, 2022.

Monday, September 19, 2022

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

Resignation of Sheriff Drane was discussed and the board of commissioners will proceed with the appointment process of Sheriff Elect Devin Boman.

Commissioners left the office at 10:00 a.m. to drive county roads.

Commissioners returned to office at 1:00 p.m.

Raymond Ragsdale requested a phone conference with the commissioners, Mayor Chad Gatlin, Julie Emmons-Stoddard and Great West Engineer Chad Hanson to discuss ARPA funding. Discussion was held on options of how to allow the town and county to receive the highest amount of funding allowed.

Resolution 2022-23- Resolution to Amend Powder River County Nursing Home Pay Scale, Donna Giacometto motioned to approve, John Olson seconded, motion carried. The TV/Landfill Board annual meeting began with board members Jen Bird and Amanda Mills present. The board reviewed a report presented by the Department of Revenue for changes they are anticipating for tax year 2022. The board reviewed and approved additional properties that will now have TV and landfill charges.

After hearing no further public comment, the board adjourned and will reconvene Monday, September 26, 2022.
