December 8, 2022



March 1, 2022 @ 6:00 pm

Present at the meeting were Mayor Chad Gatlin, Councilperson Raevyn Slovek, Councilperson Cody Morris, Public Works Raymond Ragsdale, Public Works Cassidy Zimmer and Clerk Peggy Fruit.

Following the Pledge of Allegiance, Public Works Zimmer reported on coal delivery, repaired dumpsters and various general maintenance items. PW Zimmer will be in Great Falls, March 23-25, for water/wastewater school.

Public Works Ragsdale reviewed the various projects that would be paid for by ARPA money.

Discussion was held on updating ordinances and will begin reviewing Water Ordinance, Wastewater Ordinance, Pet Ordinance and Nuisance Ordinance.

With no further business before the Council, Councilperson Morris moved to adjourn. Councilperson Slovek seconded the motion. Mayor Gatlin adjourned this meeting of the Broadus Town Council at 6:45 pm.


April 5, 2022 @ 6:00 pm

Present at the meeting were Mayor Chad Gatlin, Councilperson Wanda Smith, Councilperson Lori Turnbough, Councilperson Cody Morris via phone, Public Works Raymond Ragsdale, Public Works Cassidy Zimmer and Clerk Peggy Fruit.

Mayor Gatlin called the meeting to order at 6:00 pm. Following the Pledge of Allegiance, Councilperson Smith moved to approve the minutes as submitted by Clerk Fruit. Councilperson Turnbough seconded the motion. Motion carried.

Public Works Zimmer reported the summer help position will be advertised. Broadus Youth Soccer program prepared a list of practice dates and times, insurance information and would like to use the park. PW Zimmer agreed to provide cones and sees no problem with them using the park. Following further discussion, Councilperson Morris moved use of the park for the Broadus Youth Soccer program. Councilperson Smith seconded. Motion carried. PW Zimmer will contact them and discuss arrangements that have been agreed upon. PW Zimmer reported Karen Capp is writing a grant for basketball hoops and concrete. Removing north and east side of basketball court to provide ease of access and maintenance was discussed with the Mayor and Council. It was agreed to do this.


PW Ragsdale reported problems with chlorinator; received parts and it fixed. Others will be taken to Billings to get rebuilt for backups. Lagoon scatta system had a bad sensor, which was under warranty and has been repaired. Fire Department will be selling an engine at community auction with the approval of the Council.


Clerk Fruit explained the overpayment from SRF of $100,890.26 will be included in the next payment. The overpayment was due to engineers’ submission of an invoice twice from one of the contractors.

The budgeting process needs to begin. Town of Broadus will have a premium reduction this year.

Copies of a Nuisance Ordinance were given for review and opinions to change our existing ordinance.

Notices of past due accounts have been sent, accounts that are not paid or arrangements made will be reviewed for further action.

With no further business before the Council, Councilperson Turnbough moved to adjourn. Councilperson Morris seconded the motion. Mayor Gatlin adjourned this meeting of the Broadus Town Council at 6:45 pm.


May 3, 2022 @ 6:00 pm

Present at the meeting were Mayor Chad Gatlin, Councilperson Wanda Smith, Councilperson Lori Turnbough, Councilperson Cody Morris, Public Works Raymond Ragsdale, Public Works Cassidy Zimmer and guest Cody Meeks of Bloom Montana.

Mayor Gatlin called the meeting to order at 6:00 pm. Following the Pledge of Allegiance, guest Cody Meeks of Bloom Montana addressed the Mayor and Council about marijuana dispensaries. Mr. Meeks works closely with the State of Montana and Attorney General concerning rules and regulations. Discussion was held of where area stores are and areas being investigated, business licenses and cost of them, business hours, and limits on dispensing. No decisions were made on the subject at this time and placing a store in Broadus was not currently on the list.

PW Zimmer reported on signs in park for outlets, writing letters to businesses about junk vehicles, letters to individuals about junk vehicles; pictures and description will be provided to Council for decisions. Alleys have been bladed, used up 40 bags of all weather patch and have more coming and Century will be doing cold mix.

PW Ragsdale discussed cleaning and camera the sewer lines in town; ARPA monies will be used to pay for this expense.

Clerk Fruit is attending institute in Bozeman.

With no further business before the Council, Councilperson Turnbough moved to adjourn. Councilperson Smith seconded the motion. Mayor Gatlin adjourned this meeting of the Broadus Town Council at 6:45 pm.

June 7, 2022 @ 6:00 pm

Present at the meeting were Mayor Chad Gatlin, Councilperson Wanda Smith, Councilperson Lori Turnbough, Councilperson Raevyn Slovek, Public Works Raymond Ragsdale, Public Works Cassidy Zimmer, Clerk Peggy Fruit and guest Jessica Malone.

Mayor Gatlin called the meeting to order at 6:00 pm. Following the Pledge of Allegiance, Jessica Malone discussed the 4th of July events: Softball Tournament, Community Church Service, Freedom Run, Pancake Breakfast, Parade, Corn Hole Tournament and Fireworks.

Seth Knowles met with Council to discuss the Dog Ordinance. Mr. Knowles does not live in the town limits and owns a pit bull service dog. The amount of time the dog is in town and leashed or at the park was discussed. Clerk Fruit will contact Mr. Knowles about the decision of the town’s attorney and liability insurance.

PW Zimmer reported the buzzards have moved across the street from the park, have 4 loads of gravel for alleys, all equipment has been serviced, road patch is being used and spraying weeds in problem areas is being done.

PW Ragsdale exercising main line valves, rebuilt chlorinator heads, met with County Commissioners about ARPA Money, PACE will be here to clean and camera lines the end of July.

With no further business before the Council, Councilperson Turnbough moved to adjourn. Councilperson Slovek seconded the motion. Mayor Gatlin adjourned this meeting of the Broadus Town Council at 7:30 pm.

No council meeting in July or August, 2022.

November 1, 2022 @ 6:00 pm

Present at the meeting were Mayor Chad Gatlin, Councilperson Lori Turnbough, Councilperson Raevyn Slovek, Public Works Raymond Ragsdale, Public Works Cassidy Zimmer, Clerk Josie Morris.

Mayor Gatlin called the meeting to order at 6:00 pm. Following the Pledge of Allegiance, Mayor Gatlin asked for confirmation that supplies for Seth Knowles had been purchased for the goat head spraying. Mayor Gatlin also addressed the situation with a local resident’s pit bulls is being handled by Sheriff Devin Boman. An inter-local agreement was signed with the Mayor and Sheriff Boman for intercity situations, ordinance enforcement, etc. Clerk Morris addressed continuing work on ordinance on community decay; will be completed and ready for first reading at December 1, 2022 meeting.

PW Zimmer reported that he got asphalt from the state and has continued work on alleys and right of ways. Zimmer addressed a bid on a one-ton pickup with as the old one is giving out; already worked into budget.

PW Ragsdale informed the council that PACE would be coming in November with a robot to check the lines and this should not blow the sewers again. Mayor Gatlin signed a paper to budget for this and the county signed a resolution. Ragsdale announced that fiber is coming to town next year. Lastly, he addressed the overlay of the walking trails, gave state floodplain approval.

Clerk Morris addressed the fireworks stand to view the council’s opinion on letting someone come in and set up a stand; VFW has not done one in years. PW Ragsdale delegated to look into liability issues for the town. Clerk Morris will inquire on VFW’s participation in fireworks stand according to Sheriff Boman, Captain of the VFW.

Council member Lori Turnbough made a motion at 6:27 to appoint Gloria Rosencranz as Urban Supervisor for the Powder River Conservation District; Councilperson Cody Morris seconded the motion at 6:30.

Mayor Gatlin adjourned this meeting of the Broadus Town Council at 6:40 pm.
