Monday, December 6, 2021

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s Office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

The board read and approved meeting minutes from November 30, 2021 to be published. The board reviewed and read the consent agenda.

9:00 a.m. - Road Supervisor Teel Mullanix met with the board. Mullanix presented specs for a new blade to be approved. They discussed road conditions and gravel crushing.

9:45 a.m. - Resolution 2021-37 to Create ARPA Aging Fund 2965. The board reviewed and John Olson motioned to approve, Donna Giacometto seconded the motion, all in favor, motioned passed.

10:15 a.m. - Greg Weatherbee, Request to install weather monitoring station at airport. No decision was made at this time. The board will remain open to further discussion on location of system at the airport and Weatherbee will continue to look for an individual to do the monitoring.

11:00 a.m. - Resolution 2021-38, Resolution of Intent to Amend Budget, Forest Res. Title II Project. John Olson motioned to approve, Donna Giacometto seconded, all in favor, motion carried.

11:15 a.m. - Special District, Soil Conservation, Biddle Fire, Belle Creek Fire, PR TV District review and sign 2021 AFR. The board reviewed and Commissioner Lee Randall, Chairman, signed AFR’s and approved for the Clerk and Recorder to submit.

11:40 a.m. - Great West Engineering, Brandon Duffey called to request a pre-construction meeting on Wednesday, December 8 at the Commissioner’s Office at 1:00 p.m.

11:30 a.m. - Resolution 2021-39, Resolution of Intent to Amend Budget, ARPA Aging. Donna Giacometto motioned to approve, John Olson seconded, all in favor, motion carried.

11:45 a.m. - Resolution 2021-40, Resolution to Distribute Local Option Tax. John Olson motioned to approve, Donna Giacometto seconded motion, all in favor, motion carried.

A local resident called to compliment the Road Department.

12:00 p.m. to 1:00 p.m. - Commissioners adjourned for lunch.

1:00 p.m. - The Extension Office gave their monthly update.

2:00 p.m. - Medical Administrator Sean Hill gave his update. 29 residents. Maintenance is waiting on parts to finalize generator repairs. Ptolemy is waiting on two switchboards. Two local families donated two lifts for the residents in the Manor in memory of their loved ones that had resided in the Manor. Hill updated on the Physical and Occupational Therapy Department. Clinic: rural status is still pending, x-ray count for November was 31. Discussion continued on to vaccine mandate and additional help for the Public Health Department. Discussion was held on the high cost of locum employees. Hill proposed a draft for incentivizing employees to be willing to pick up the extra shifts with a temporary status.

3:00 p.m. - Review resumes and select candidates for next round of interviews for Paramedic/Ambulance Director position.

4:00 p.m. - Board vacancies, review and approve to be advertised for 2022.

The meeting adjourned at 5:00 p.m. Commissioners will meet again on Thursday, December 9, 2021.
