Monday, December 20, 2021

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

8:45 a.m. - Teel Mullanix, Road Supervisor, was unable to attend the meeting.

10:00 a.m. - Resolution 2021-41, Resolution to Amend Budget, RAC, Donna Giacometto motioned to approve, John Olson seconded, all in favor, motion carried.

10:15 a.m. - Resolution 2021-42, Resolution to Amend Budget, ARPA Aging, Donna Giacometto motioned to approve, John Olson seconded, all in favor, motion carried.

11:00 a.m. - Board re-evaluated ambulance specs for bid.

12:00 to 1:00 p.m. - Commissioners adjourned for lunch.

1:00 p.m. - Pat Phillippi, Treasurer, met with the board to discuss cash reconciliation.

2:00 p.m. – The board reviewed cattle guard policy. No final decisions were made.

4:00 p.m. - Coal seam mitigation was discussed. Present were Raymond Ragsdale, Myles Gardner, Clint Pedersen and Teel Mullanix.

After no further public comment, the board will reconvene on Monday, December 27, 2021.

Commissioners Lee Randall and Donna Giacometto were unable to attend the meeting. Commissioner John Olson remained in the office until noon and conducted administrative duties. No official business was conducted due to no quorum.

Commissioners will be back in the office on Thursday, December 30, 2021.

Thursday, December 30, 2021

Chairman Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Donna Giacometto and John Olson were present.

The board approved minutes from the December 20 and 27, 2021 meetings to be published.

8:30 a.m. - The board reviewed and approved payroll.

9:15 a.m. - Clerk and Recorder Cynde Gatlin met with the board to update on county cash reconciliation.

9:45 a.m. - Barb Mitchell, Library Director, stopped in to present resignation from library board member Shane Copps. The board will advertise as statue requires.

10:00 a.m. - Sheriff Drane met with the board to report current repeater, Quantar, in the office, needs updated. Replacement cost is $20,000.00 but is not necessary at this time and a base station can be purchased for $7,300.00. This cost does not include labor. Sheriff Drane also reported Quantar repeaters throughout the county will most likely need replaced soon.

10:30 a.m. - Teel Mullanix, Road Supervisor, met with the board. Mullanix reported on the Road Department.

11:00 a.m. - Bid opening for motor grader. Teel Mullanix, Road Supervisor, and Chris with RDO were present for the meeting.

RDO Equipment - John Deere: Purchase price no trade - $364,500.00; With $50,500.00 trade in - $314,000.00. Delivery date of May 31, 2022. Wings included and mounted. Warranty: loaner grader will be delivered if machine needs repairs. 7 year – 7000 hour warranty period.

Tractor & Equipment - CAT: Purchase with no trade- $372,000.00; With $42,000.00 trade in - $330,000.00; Alternate bid - $56,000.00 trade in with all repairs done by county maintenance. Delivery date - 210 days out.

12:00 to 1:00 p.m. - Commissioners adjourned for lunch.

1:00 p.m. - Claims were reviewed and approved for payment of various county departmental expenses as submitted by the Clerk & Recorder’s office.

The board will reconvene Monday, January 3, 2022.
