Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Lori Fortner and John Olson were present.

Commissioners reviewed and approved the consent agenda.

The minutes of the August 17, 21 and 28th, 2023 commissioner proceedings were read, approved, and ordered published.

August claims were reviewed and approved for payment of various county department expenses submitted by the Clerk & Recorder’s office.

A closed meeting for employee personnel was held.

The board continued to discuss and work on budgets with the Clerk and Recorder Cynde Jo Gatlin.

The board spent the remainder of the day reading correspondence and taking care of various administrative duties.

After hearing no further public comment, the board adjourned at 5:00 p.m.

Monday, September 7, 2023

Commissioner Chair Lee Randall called the meeting to order at 8:30 a.m. in the Commissioner’s office, Powder River County Courthouse. Commissioners Lori Fortner and John Olson were present.

Commissioners reviewed and approved the consent agenda.

Clerk and Recorder Cynde Jo Gatlin presented the 2020 census commissioner district boundaries conducted by JHS Incorporated. Gatlin stated there are no changes in the boundaries. The commissioners took public comment, and no public comment was heard.

Resolution 2023-26, Resolution to Establish Commissioner Districts, the board read resolution and John Olson motioned to approve, Lori Fortner seconded motion, motion carried.

The board then continued to work on the 2023-24 budgets. Sheriff Devin Boman and Mayor Chad Gatlin joined the meeting to discuss the agreement between the County Sheriff’s Department and the Town of Broadus. Mayor Gatlin informed the board of the financial issues the town is having and requested the county forgive the 2023-24 monthly payments for law enforcement for the town. Sheriff Boman stated he is in favor of the request but will continue to provide law enforcement within the town. Discussion was held and the board of commissioners unanimously agreed to forgive the payments for the 2023-24 fiscal year. Billy Stuver, Powder River Examiner, joined the meeting to discuss budgets. No other public comments were heard.

Resolution 2023-27, Final Budget and Levies for FY2023-24, the board reviewed the resolution, John Olson motioned to approve, Lori Fortner seconded motion, all in favor, motion carried.

A closed meeting for employee personnel was held.

The board adjourned at 5:00 p.m.
